Planning and Building Standards Service

As with many other services, Glasgow City Council's Planning and Building Standards Service has taken steps to prevent the further spread of the Coronavirus, and to protect employees and public health. 

We have altered the way in which we are working and as a consequence staff may not be available to respond to phone enquiries.  If you have already emailed us we will respond to you in due course.

Please note there may be a delay in processing your Planning or Building Warrant Application during this period.

Committees

Planning Application Committee

  • Following the decision of the Emergency Committee on 17 March to suspend delegation for decision making to Committees, we have undertaken to make arrangements for the Convenor/Vice Convenor of the Planning Applications Committee to be consulted on a two-weekly basis for those applications which now would fall to be delegated for determination by the relevant DRS Director.

Local Review Committee

  • Arrangements are still being finalised for Local Review Committee to take place but due to the number of applications still to be heard by Committee, it is likely that any reviews submitted at this time will be heard after summer recess.

Planning Applications

Paper applications cannot be processed at this time. We will not be able to accept paper applications, or paper submissions of additional information or paper representations.  If posted to the Council office these will only be collected and registered when the offices re-open and staff return.

Applications can still be submitted via the eDevelopment Portal, these will be received and processed but there may be a delay due to reduced numbers of staff available.

All payment for applications must be submitted electronically or the application cannot be validated. If you have any queries about this please contact us via Email.

For general enquiries relating to planning and related applications, please email Planning Enquiry.  

Representations

Representations received on paper cannot be processed at this time and will not be taken into account in the assessment of an application. Public representations can be submitted through the public access portal on our website.

Please note that as we currently have no redaction facilities, in order to meet GDPR requirements the electronic representations may not be available to view on public access.

The representations will be acknowledged and taken into account in the assessment of applications as usual

Decision Notices

Decision notices are being issued by email to agents/applicants.

Where no email address is supplied the decision notice will be issued by post when the Council offices re-open.

Certificate of Suitability (Section 50)

Building Standards Enquiries/Applications/Completion Certificates

We will no longer accept paper applications, paper submissions of additional information or completion certificate submissions.

Applications can still be submitted via the eBuilding Standards Portal, these will be received and processed but there may be a delay due to reduced numbers of staff available.. 

For general Building Standards enquiries, please submit a Building Standards Enquiry Form or, alternatively, email Building Standards.

For existing applications, if you know the Building Standards Surveyor's email address, please email them directly.

Dangerous Building

To report a dangerous building, please contact Building Standards on:

  •  0141 287 1059 and select Option 2

Development Plan/Historic/Natural Environment/Public Access

For general enquiries relating to Development Planning, Historic or Natural Environment or Public Access matters, please email the Development Plan Team.

    Site Visits/Enforcement Site Inspections

    Please note that staff will not be available to carry out site inspections until further notice, including Planning Enforcement site inspections.

    Where applications can be assessed without a physical site visit (e.g. through photos/prior knowledge of the site) then this is at the discretion of the planning officer, as is the usual situation.

    Property Enquiry/Property History Searches

    Please note that Property Enquiry and Property History searches are not being carried out at this time.

    Proposal of Application Notices/Pre-Application Consultation

    The Government has suspended the requirement for a public events due to the outbreak of the Coronavirus (Covid-19). 

    A guidance note has been prepared and provides information in relation to the measures in replacement of public events in the Pre-Application (Planning) stage of development.  To find out more please read our page on Public Consultation (PAC).

    Weekly List/Newspaper Notices and Site Notices

    Weekly lists are being posted on our website and distributed electronically as usual.

    Newspaper notices are being published in the Evening Times and Edinburgh Gazette as usual.

    Site Notices for the undernoted will not be posted during the current lockdown period:

    • Planning Applications
    • Listed Building Applications, and
    • Conservation Area Consent
