What is it?

The Glasgow Factoring Commission was initiated by the Leader of Glasgow City Council, Councillor Gordon Matheson in June 2012.

The Commission was tasked with producing recommendations to improve private sector property management in the city. The remit included the identification of property management issues and problems through taking evidence from a variety of stakeholders including home owners and property factors. The objective was to identify good practice but also to identify issues which have been preventing the effective delivery of sustainable repair and maintenance of flatted properties in the city.

Members

Membership of the Commission includes a range of organisations and community representatives with an interest in property management, and is chaired by Jean Charlsey (Secretary, Hillhead Community Council).

The Commission's Report

The Commission published its Draft Consultative Report on 8th August 2013. The Commission's final report was published on 21st February 2014, following a consultation period and the presentation of the report to Glasgow City Council's Executive Committee. A summary version of the Report is also available, which includes the Action Plan.

The final report includes appendices on the original remit and method of working and the composition of the Commission membership.

The Commission has completed its work and will not reconvene until 2015, when it will consider progress made by partner organisations in delivering the Action Plan.

The Commission is independent of the Council, but the importance of its work is reflected in the Council's Strategic Plan 2012 - 2017.

It should be noted that the Commission only convenes as a body to address specific business and that it cannot investigate or resolve individual property management/ factoring issues.
