Glasgow City Council is preparing a new Strategic Housing Investment Plan (SHIP) to cover the period 2018/19-2022/23.
Revised Scottish Government SHIP Guidance was published in July 2017 confirming that SHIPs should be submitted to the Scottish Government annually with the new plan submitted by 27 October 2017.
In the new SHIP Guidance, the Scottish Government re-emphasised the importance of the SHIP as the expression of local authorities' strategic investment priorities and as the plan for the effective delivery of the Affordable Housing Supply Programme (AHSP).
The SHIP is the key document for identifying strategic housing projects that will contribute to the achievement of the 50,000 target nationally by March 2021, and for the delivery of the up-scaled housing programme in Glasgow.
In June 2017, the Scottish Government provided Resource Planning Assumption (RPA) figures for the 3 year period 2018/19 - 2020/21 for Glasgow City which represent a significant increase in levels of grant funding. The RPAs are:
Note: The SHIP covers a 5 year period and the Scottish Government has provided RPAs for the first 3 years. RPAs for years 4 and 5 have yet to be advise
The RPAs are welcome as they will assist in meeting housing needs in the city and in meeting the strategic housing objectives, outlined in Glasgow's Housing Strategy 2017-22. The RPAs also provide certainty to allow plans to be put in place for how affordable housing in the city will be delivered over the next 3 years.
As the last SHIP to cover the period 2017/18-2021/22 was very recently approved by Glasgow City Council (January 2017), the consultation on this SHIP has been limited to 17 key questions. The SHIP 2017/18-2021/22 approved by Committee in January 2017 can be found here.
The first 5 questions will be of interest to all key stakeholders whereas the questions which follow are more specifically targeted at RSLs. However, all stakeholders are invited to raise any issues regarding housing investment in the city throughout the SHIP consultation period.
