Please note that the eligibility criteria remains the same for this second round, and if your application was rejected previously then you are not eligible for this fund.
Round two of the Discretionary Fund provides a one-off financial hardship payment to any eligible business who has not received Government Support since the Brake Restrictions Programme in October 2020.
The eligibility for the grant will include those currently excluded from the Strategic Framework Business Fund, such as:
- Businesses that supply goods or services to the Hospitality/Leisure Sectors (who have been closed or restricted).
- Demonstrable supply-chain challenges (over 30% trade affected by COVID-19 restrictions).
- Not be legally required to close but that have experienced restricted trading, reduced footfall or demonstrable supply-chain challenges (over 30% trade affected by COVID-19 restrictions).
- Only one application per business can be submitted.
- Applications will be verified on a case by case basis.
- There is no closing date - once the additional funding has been fully allocated, no further applications can be processed, regardless of eligibility.
- Taxi Operators are not eligible for this fund.
- Please submit all required documentation. If evidence is not submitted, there will be a delay in processing your application.
- Businesses that were successful in the first round of the Discretionary Fund are not eligible for a second award in round two, however they are eligible for a top up - please see below for details on the Discretionary Fund Top Up.
Discretionary Fund Top Up
Please note, awards from the Discretionary Fund Top Up will only be made to businesses that had a successful application to the first round of the Discretionary Fund.
We aim to make Top Up payments around week commencing 19 April 2021.
The grant award will be as follows:
Businesses within the city centre boundary in receipt of Discretionary Funding:
- Rateable Value less than £18,000 - £3,000
- Rateable Value £18,000 to £51,000 - £6,000
- Rateable Value over £51,000 - £10,000
All other businesses in receipt of Discretionary Funding will receive a flat rate payment of £2,000.
City Centre Boundary
The city centre boundary is determined as per the City Centre Strategic Development Framework which can be found here [18Mb].

To be eligible for support funding businesses must be:
- Based in Glasgow City Boundary
- A limited company, social enterprise, community interest companies and charities in premises and on the NDR list as the eligible ratepayer (not landlords).
- Tenants and Occupiers of premises operating a business who can provide a valid lease.
- Sole Traders/Partnerships who do not qualify for any of the other schemes and who can demonstrate financial detriment in the last 12 months.
- Self-employed where at least 75% of your income comes from self-employment and you have not been in receipt of any additional support listed below.
- If you have been awarded or are eligible for other funding you cannot apply for this fund. (For more information see Additional Eligibility Criteria)
- Trading, or would have traded were it not for the restrictions in place. Businesses who are in administration, insolvent or where a striking-off notice has been made are not eligible for funding.
Additional Eligibility Criteria
You cannot apply for this fund if you are eligible for any scheme of support introduced or announced by Scottish Government since 1 October 2020, including:
- If you are, or have been, in receipt of Coronavirus Job Retention Scheme and Self Employment Income Support Scheme you can apply for this fund.
- Businesses that received a one off grant payment under the October 2020 Brake Restrictions Fund but have not been and will not be eligible for further grants since, may be eligible.
The fund offers three levels of payment based on company size and number of employees. The aim of the fund is to support businesses to retain staff during these unprecedented times.
- £9,000 for businesses employing between 25 and 50 staff;
- £6,000 for businesses employing between 10 and 24 staff; and
- £3,000 for businesses employing 9 staff or less.
Please note that this is a one-off Grant Payment.
You will need to provide the following evidence to support your application:
- Evidence of Business bank statements showing the last 3 month of business transactions (November 2020 - January 2021.)
- Evidence of Employees - must be evidence of weekly, fortnightly or monthly payroll run which clearly demonstrates number of employees.
- If self-employed copy of most recent HMRC Self-Assessment Return.
- Evidence of Lease if not liable for Non Domestic Rates.
You may be asked to provide evidence of detriment. This can be in the form of management accounts, cash flow statements or evidence of cancelled sales/orders.
How to Apply
To apply please complete all parts of the online form that applies to you. Please read the eligibility and supporting evidence criteria before applying.
- These payments are grants. A grant awarded on a valid application, does not need to be refunded by the recipient.
- In each case, the rateable value and listed purpose used to assess eligibility are those on 1 November 2020 (regardless of any subsequent amendment on appeal).
- Information provided by an applicant will be verified against other information sources held by Glasgow City Council. This will assist timely application processing, fraud prevention and for auditing purposes.
- Applications may be subject to delay if incomplete or incorrect details are supplied.
- If a grant is awarded on the basis of false or inaccurate information, it may result in arrangements being made to recover the award, and legal proceedings being initiated.
Please ensure you complete all of the parts of this application and provide the relevant evidence required. Insufficient evidence will lead to a delay in your grant application being processed.
