Overview

The Custom House Quay and Carlton Place Project is significant, both in terms of its City Centre waterfront location and as an important element to the City Deal Clyde Waterfront and West End Innovation Quarter Programme.

The project is divided into two separate sites of Custom House Quay (CHQ) and Carlton Place (CLP) which are on opposite sides of the River Clyde, being north and south banks respectively, and which are bounded to the east by Victoria Bridge and to the west by Glasgow Bridge.

It is proposed that City Deal investment will be used to fund the construction of a re-aligned quay wall and provision of development platforms within a high quality public realm setting at Custom House Quay. On the opposing south bank the project seeks to consolidate Carlton Place Quay and enhance its historic townscape qualities through sensitive interventions.

Overall the intervention will reinvigorate an important section of the City's waterfront; creating an attractive, vibrant, viable and sustainable place for citizens and visitors.

Custom House Quay 

The Components of the Custom House Quay Project can be summarised as:

  • Urban Masterplan: To be formed on the basis of a new structural quay wall built into the river, providing new development plots, new high quality public realm (of at least equal quantum to that existing in the area) and to retain connectivity along the river edge
  • Engineering approach to consolidate and realign quay walls
  • Climate Change resilience; Incorporate best practices through proactive master-planning, technical design and construction
  • Flood risk strategy for project area which complements the Council's flood risk modelling
  • Landscape, access and lighting designs; to provide high quality place and phased legacy including approach for a temporary landscape in a phased development.
  • Unlock development opportunitywith design strategy and site modelling suitable for Planning Permission in Principle and economic aspects

Carlton Place

The Components of the Carlton Place project can be summarised as:

  • Engineering approach to consolidate and realign quay wall embankment
  • Flood risk strategy for project area which complements the Council's flood risk modelling
  • Landscape, access and lighting design; to provide high quality open space

Timeline

The timelines for the projects are:

  • City Deal Cabinet Approval - Spring 2023
  • Construction Start - Spring 2023
  • Construction End - Spring 2025
