"This Council notes and values the contribution which its senior citizens make to the City of Glasgow. It also notes the increasing concerns of low income pensioners who increasingly are living in poverty and who face continued increases in fuel costs and water and sewerage costs amongst other things. The Council recognises the efforts made by the Government to address the needs of poor and vulnerable pensioners with the introduction of the State Pension Credit. It also recognises that pensions are complex and pensioners income can be made up from a variety of sources such as state, private or occupational pensions. Consequently, some pensioners are very wealthy and some are very poor. The Council remains concerned about pensioner poverty and the reality that too many of its pensioners continue to live in poverty. The Council therefore calls on the Westminster and Scottish Parliament's to do much more to tackle and eradicate pensioner poverty. In particular the Council urges the following measures to be introduced:-

- A minimum income standard for pensioners be introduced which should be set at £150 per week (after Housing and Council Tax costs) and which should be up-rated annually. This level to be achieved through a combination of state and private/occupational pensions and income from savings etc. This is in line with that set out by Age Concern.

- Households with pensioners in receipt of Council Tax Benefit should also receive a full rebate for Water and Sewerage charges under the current Transitional Relief Scheme and the new scheme which will be introduced following the outcome of the Scottish Executive's Paying for Water Services 2006-2010 consultation document.

- Targets should be set to tackle and eradicate pensioner poverty similar to those made in relation to child poverty.
