This is the list of documents available for the submission by Bailie James McNally:- "While noting that Glasgow City Council was the first local authority in Scotland to introduce a Council Tax freeze in 2005, Council now believes that changed economic circumstances mean that a continuing freeze on Council Tax is not sustainable. In order to protect vital public services we call upon the Scottish Government to restore the flexibility to councils to set a reasonable level of Council Tax without suffering financial penalty.".
