The Council is particularly opposed to the centralised, national control of the Police and the Fire and Rescue Services. The Council declares that the "Concordat" has failed to safeguard the role of local government in Scotland and calls on the next Scottish Parliament to introduce legislation to entrench the position of local government in the governance of Scotland."
