Submission Documents: By Councillor Gordon Matheson:- "Council is proud that we were the first Scottish local authority to pay a living wage, recognises that this policy is a significant means of addressing in-work poverty and low pay among staff in the public, private and third sectors, and further believes that we should use the awarding of public procurement contracts as a means of promoting payment of the living wage among businesses and organisations that contract with the Council. Council notes with concern the recent figures from the Department of Work and Pensions which show that children living below the poverty line are now twice as likely to come from working families on low incomes as those whose parents are unemployed and therefore instructs the Chief Executive of the Council to write to the Scottish Government to request that Regulation 39 of the Public Contracts (Scotland) Regulations 2012 be amended to:- (1) require that all contracting authorities can stipulate that payment of the living wage can be a condition for performance of the contract; and (2) specify the applicable wage rate or empower secondary legislation to do so.
