Council notes new economic analysis from the Scottish Government suggesting that an increase in female labour market activity of six percentage points is estimated to increase output by 1.7% (£2,200,000,000) and tax revenues by 1.5% (£700,000,000). However, Council also notes that, under its current powers, the Scottish Government is unable to re-invest extra government revenues generated by increased childcare provision into more childcare. Council supports the Scottish Government's ambition to build a universal system of early learning and childcare to match the best in Europe and recognises that the Scottish Government needs more powers over tax and benefits to achieve it."
