Submission Documents: By Councillor Mhairi Hunter:- "Council is deeply concerned that some of our most vulnerable people are at risk of destitution due to the unreasonable use of sanctions by the DWP. Council therefore instructs the Chief Executive to write to the DWP making this concern clear and asking for an immediate halt to the use of sanctions against vulnerable people. Council also instructs the Chief Executive to write to the Scottish Government seeking confirmation that the Scottish Welfare Fund may be used to provide help to people who are destitute as a result of being sanctioned. Council acknowledges there are mixed views on Scotland's future but recognises that opinion surveys consistently show a majority of people in Scotland believe that social security and welfare policy should be decided in Scotland. Council supports this position."
