Council notes that Councils in England have had such powers since 2011. Council instructs the Leader of the Council to write to Scottish Government ministers and to Glasgow's would-be Scottish Parliamentary representatives asking them if elected to use the powers they have to take action and devolve powers to Scottish local authorities by granting general competence to Scottish Councils."
