This is the list of documents available for the submission By Councillor Jon Molyneux:- "Council notes the progress through the Scottish Parliament of the Planning (Scotland) Bill and considers that development planning can be a powerful tool in creating inclusive, sustainable communities which enjoy high levels of wellbeing. Council notes that the Bill in its draft form makes no provision to equalise rights of appeal despite this being a key concern for local communities and NGOs engaged in the planning system. Council notes that Planning Democracy Scotland advocates equalising rights of appeal by both extending a limited right to third parties as well as curtailing some of the current applicant's rights, which will strengthen local democratic accountability overall. Council believes that such an approach would put applicants and communities on an equal footing and help ensure that planning operates in the wider public interest, not just in the interests of those fortunate enough to be able to make planning applications. Council therefore commits to write to the Minister for Local Government and Housing and to MSPs on the Local Government and Communities Committee of the Scottish Parliament urging them to support amendments to the Bill which would bring about equal rights of appeal.".
