If your business needs to undertake work where there are waiting and loading restrictions

Waiting and loading restrictions exist to ensure the safe and efficient flow of traffic and maintain access to property and businesses.

Dispensations are not granted to aid convenience. You should determine a methodology for your work which takes account of the existing waiting and loading restrictions, including waiting limits and access times. In exceptional circumstances such as when this is not possible due to physical limitations, such as having to undertake drainage works using equipment fixed to a vehicle, a dispensation may be granted.

In order to undertake works you can apply for the following.

  • Permission to set out temporary yellow 'no waiting' cones to be set out over a length of road.
  • A parking dispensation
  • Existing parking bays to be suspended

Each application will be individually assessed. Applications are not considered for private vehicles.

Yellow No Waiting Cones

A Traffic Regulation Notice is required to make yellow cones enforceable. The cost of this notice can be obtained from the pdf icon book of charges [469kb]. You are required to use a certified traffic management contractor to place, maintain and remove traffic cones on the road network. The Council is unable to supply traffic management cones to carry this out. See payment section below for guidance on making payments and invoicing.

Once the cones are put in place, usually overnight, you will need to ensure that the cones are not removed or moved by others. This is usually done by having someone in attendance at the site.

We allow coning for the following:-

  • Filming
  • Removal Companies or operations - City Centre only & only at Pay & Display Bays
  • Emergency Service Requests

We do not allow coning for the following:-

  • Funerals
  • Weddings
  • Individuals or organisations on the council bad debt list
  • Areas within Residents Parking Zones
  • Advertising.
  • Cars or Limo's
  • Hearse - unless police have requested
  • Removal Companies or operations outwith the City Centre.

Parking Dispensations

In a limited set of circumstances, see examples below, we can consider providing a dispensation for someone requiring waiting or loading at a location where this is not permitted.

We give Dispensation for:-

  • DVLA outwith double yellow lines and for surveillance purposes only.
  • When works can only be carried out by using equipment such as pumps which must be used when attached to a vehicle.
  • Removal companies to load and unload a charge may apply in the city centre Pay & Display bays.
  • Utility services (Scottish Gas, Scottish Power, and Water). Emergencies only. An 'emergency' would normally involve notification to the emergency services. Non-emergency utility works for Gas and water must Pay & Display.
  • Asbestos Removal, only to drop off tools/materials and decontamination unit. Decontamination unit needs a Road Occupation Permit as it is static.
  • TV crews, but only for satellite broadcasting vehicles & not on double yellow lines.
  • A parking dispensation does not guarantee a space at the agreed location.
  • Blood Donor bus

You are required to use a certified traffic management contractor to place, maintain and remove traffic cones on the road network.

We DO Not give Dispensation for:-

  • Painters who require a van for the storage or materials and tools. Subject to traffic conditions, we can give dispensation to exceed the maximum stay provided a valid ticket is displayed as appropriate.
  • Private cars
  • Weddings
  • Funerals (unless Police request)
  • Occupation of a Disabled Persons Parking bay
  • Double yellow lines should be avoided.
  • Pedestrian Precincts are controlled by our Maintenance Section. Apply by calling 0141 287 9362.
  • Bus Stops, Taxi Ranks, disabled parking bays
  • Pay & Display bays. Anyone parking in a Pay & Display bay must pay for a ticket.
  • Asbestos Decontamination unit which requires a Road Occupation permit.
  • Welfare vehicles
  • Vehicles carrying equipment that can be carried by hand

  • Date or dates required
  • Reason for suspension
  • Vehicle registration
  • Vehicle make and model
  • Point of contact details including phone number

Suspension of existing Parking Bays

All parking bay suspensions will be charged at the appropriate pay and display daily rate for the street / area. You are required to use a certified traffic management contractor to place, maintain and remove traffic cones on the road network. The Council is unable to supply traffic management cones to carry this out.

All charges must be paid in full by debit / credit card or a purchase order number must be provided before a suspension request can be processed.

You can apply for a suspension by calling us, at the number listed below, or by email.

For the suspension of parking bays we require 5 working days' after receipt of payment or purchase order number along with the information listed below, including a location plan.

For the production of a Temporary Traffic Regulation Notice we require 10 working days' after receipt of payment along with the information listed below, including a location plan.

To set up a suspension, we require the following information by email.

  • The location address
  • A plan indicating the specific bays which require to be suspended and your traffic management contractors coning arrangements
  • Date or dates required
  • Reason for suspension
  • Vehicle registration
  • Point of contact details including phone number

Payment by purchase Order

You will be asked to provide a Purchase Order Number to cover all costs together with a full address and contact name for invoicing. Alternatively full payment can be made by debit or credit card.
