This application process does not cater for emergency situations, any emergencies must be reported to the relevant emergency service in the first instance.
The owner/operator of the goods vehicle, must apply for the dispensation or the suspension of parking bays. Please allow 5 working days to process any parking bay suspension applications.
Dispensations are not granted to aid convenience. You should determine a methodology for your work which takes account of the existing waiting and loading restrictions, including waiting limits and access times. In exceptional circumstances such as when this is not possible due to physical limitations, such as having to undertake drainage works using equipment fixed to a vehicle, a dispensation may be granted.

Please note that in urgent circumstances, where there is a risk to public health, a dispensation application is not required. Risks to public health include sewerage blockages and other drainage defects causing flooding or effluent to emerge.

Subject to the above criteria being fulfilled, and the vehicle being seen to be working, an individual dispensation application is not required. When the vehicle is not actively engaged in the works it must be parked in compliance with the parking regulations in the area.
When you require to occupy a parking bay to undertake works a payment for parking should be made in the normal way. If the vehicle straddles more than one parking bay, each bay overhung will be considered occupied and payment due.
Payment can be made using the Ringo App for a period of time up to the corresponding maximum stay period for that bay. A cash payment will then be required for a 30 minute period before returning to payment using the Ringo App.
In circumstances where the vehicle is required to stop on a length of road where no waiting and no loading parking restrictions are in place the works may need to be carried out off peak and considered 'mobile working' or 'short stop working'. In these circumstances works may need to be carried out in accordance with the 'Safety at Street Works and Road Works: A Code of Practice 2013. The applicant is responsible for the appointment of a suitably qualified traffic management contractor to carry out the suspension works in accordance with Glasgow City Council requirements and the New Roads and Street Works Act. Details of the nominated contractor, who will undertake the works should the application be successful, must be provided within the application form. Should these details be absent the application will not be progressed.
All parking bay suspensions will be charged at the appropriate pay and display daily rate for the street / area.

Following approval of the application to suspend parking bays, arrangements should be made for the parking bays to be formally suspended by an appropriately qualified traffic management contractor. The appointed contractor should initially contact this department via the following email address ParkingDispensation@glasgow.gov.uk, and then prepare to undertake the following works:
You should note that others may disregard the yellow cones and park within the suspended bays. Enforcement resources may not be available to issue Penalty Charge Notices.
The removal company, or the owner/operator of the goods vehicle, must apply for the dispensation or the suspension of parking bays.
A dispensation can been arranged, for the removal vehicle, to overhang parking bays for the purposes of a removal. You should note that payment is required for each parking bay occupied for the duration of stay of the vehicle. This can be done via the Ringo system or using cash at the Pay and Display parking machines. The vehicle may overstay the maximum waiting time but must be actively involved in the removal works and continued parking payments should be made.
Please note that, with a parking dispensation alone, parking bays cannot be set aside for your exclusive use and that the placing of traffic cones or other items on the carriageway or parking bays has not been authorised.
The setting aside of parking bays for the exclusive use by the removal vehicle requires the bays to be formally suspended by an appropriately qualified traffic management contractor who can undertake the following works:
