The requirement for a pdf icon Local Heat and Energy Efficiency Strategy (LHEES) [41Mb] was introduced by the Scottish Government to drive forward heat decarbonisation and better energy efficiency in buildings.

The development of the strategy was required to be completed by 31 December 2023. To deliver the strategy, Glasgow City Council has been working closely with internal and external stakeholders to identify areas across Glasgow that are potentially suitable for district heating and those that require building fabric improvements.

The resultant document was approved at the City Administration Committee on the 16 November 2023 and represents a significant step toward the decarbonisation of domestic and non-domestic heating. The strategy covers the areas of potential heat networks, heat pumps and fabric improvements to upgrade existing housing stock.

As the Strategy is viewed as a living document, should you have any questions or input you wish to provide, the team can be contacted via the Sustainability email.

To provide greater clarity of the mapping section of the document, an online Arc GIS "Storymap" is being worked on and will be available shortly.
