"Council notes with concern that the Conservative and Liberal Democrat coalition's reforms to Local Housing Allowance (LHA) which take effect from tomorrow, will have disastrous consequences for nearly 10,000 of the most vulnerable people in our communities and will cost this city alone almost £5m in lost revenue.

Council believes that these foolhardy measures will have a detrimental impact on local communities, further believes that these cuts form part of a wider package of measures that amount to an assault on the welfare state and calls on the coalition to rethink these proposals." View Papers
(b)By Bailie Phil Greene:-

"As City fathers and mothers it is proposed that all Councillors in their role as Corporate Parents are made aware of all children within their Wards who are being Looked After by the City.

It is therefore incumbent on us all to ensure that these children's needs and aspirations are monitored in a more personal way than as is presently the case." View Papers

"Glasgow City Council believes that local services are best delivered under the direction of democratically elected local authorities and commits itself to oppose any further transfer of powers from local to central government in Scotland. The Council is particularly opposed to the centralised, national control of the Police and the Fire and Rescue Services.

The Council declares that the "Concordat" has failed to safeguard the role of local government in Scotland and calls on the next Scottish Parliament to introduce legislation to entrench the position of local government in the governance of Scotland." View Papers

"Council notes that the existing Forth road bridge can be repaired and it is irresponsible to spend money on an additional bridge crossing when public services are facing huge cuts.

Council supports the call for £2.3bn allocated to the new Forth road bridge to be redirected to protecting public services and investing in public transport infrastructure including Glasgow Crossrail.

Council agrees that the Chief Executive writes to the Scottish Government to ask that there is full scrutiny of the evidence and the final decision-making on the new Forth road bridge does not take place until the next session of the Scottish Parliament." View Papers

"We are rightly proud of 'Glasgow the welcoming and friendly city' and of the succour we have offered to many seeking asylum from countries all across the world. We regret the restrictions placed on these new potential citizens, many of whom are desperate to work, contribute to society and make a life for themselves and their families. However they are excluded from work by the UK Government, forced to live on the margins of our society and have all benefits withdrawn. Thankfully whilst living here our caring City ensures they are given enough to survive on.

It is clear that the responsibility for this maintenance lies with the UK Government. Therefore, given the extremely difficult financial times councils are going through, Glasgow City Council will write to the Home Office tendering an account for recompense of these monies paid." View Papers

"Council welcomes the findings in the 2010 Review of Remuneration for Local Authority Councillors and believes it has been fair to Glasgow. Council welcomes the recommendation that Glasgow should have an additional six senior Councillors. However Council notes with concern the finding that Glasgow is the only Council in Scotland with a policy of paying Councillors to sit on ALEOs and that this policy 'completely undermines the principle which underpin the existing remuneration scheme' and agrees to take immediate action to rectify this.

Council acknowledges that ending payments to Councillors on ALEOs will generate a saving in excess of £200k per annum which can be directed at front line services and agrees to immediately suspend all payments to Councillors on ALEOs to allow this to happen." View Papers
